I wanted the second mini block, Shadowmoor , to have its own theme that cared about something that would exist in Lorwyn , much as how Shadowmoor could have creatures of the proper creature types
Since it doesnt exile itself, you can copy it from the graveyard or return it to your hand pretty easily
